Adding the lags (or delays) together:
position to force: 1/2 cycle
force to velocity: 1/4 cycle
velocity to position: 1/4 cycle
1/2+1/4+1/4=1 complete cycle.
This leaves the pendulum bob in the right position for the motion to repeat itself again.
